Pacific Visa Policy
New Zealand maintains complex and deep relationships with Pacific Nations, characterised by strong economic, cultural, and strategic linkages, and, in some cases, constitutional connections reflecting our colonial past.
Most immigration categories are governed by quotas and often require job offers. Applicants must meet high standards of health and character.
In some cases, English language competence is required. These categories open for applications at different times of the year, and demand can sometimes exceed the available places.
Pacific Access
Each year, a total of 650 applicants from the following countries, who are not otherwise eligible for residence, can be accepted through a lottery system:
- Fiji
- Kiribati
- Tonga
- Tuvalu
Samoan Quota
There are 1,100 special places available for Samoan citizens under the age of 45 residing in Samoa who have an offer of employment in New Zealand. The Samoan Quota is administered out of Samoa.
Applicants must meet minimum English language standards, as well as good health and character requirements. This quota provides a valuable opportunity for employers to find dedicated workers and for Samoan citizens to secure a permanent pathway to living in New Zealand.

Pitcairn Islanders
Residents of Pitcairn Island may apply for residence under standard policy requirements, including health and character checks, provided they have a job offer. This policy addresses the limited employment opportunities available on Pitcairn Island.
New Zealand Citizens
Citizens of the Cook Islands and Niue have a constitutional entitlement to New Zealand citizenship, granting them the right to obtain New Zealand passports and reside in New Zealand.
